Mission
The George M Hampton Foundation is a 501(c)3 tax-exempt non-profit. Our primary mission is to identify, obtain and direct resources to implement and support programs and activities that enhance the lives of individuals, particularly youth, within our local community. Since our inception, we have awarded over $290,000.00 in scholarships to local graduating high school seniors and more than $200,000.00 in support of other youth programs and community service activities.

Our History
The Foundation was conceived as a nonprofit affiliate of the Pi Lambda Lambda Chapter of Omega Psi Phi Fraternity, and incorporated in the State of Virginia on April 19, 2005. We were granted an IRS 501 (c)3 status as a Public Charity on February 16, 2007. Our Foundation is named in honor of Dr. George M. Hampton for his steadfast dedication to providing scholarships to local youth and his commitment to social action that enhances the quality of life for citizens of Prince William County. Since our inception, the Foundation has contributed thousands of dollars to local youth scholarships and other youth support programs such as mentoring, essay contests, high school talent hunt programs, school supply drives etc. We also devote considerable funds annually to community service activities including: health fairs, blood drives, Diabetes and Cancer initiatives, food and clothing drives, and more.
Although the Foundation has a broad public focus, its primary mission is to promote and support the scholastic challenges of our youth and the educational underpinnings necessary for successful achievement in tomorrow’s society.

Greetings from the Board of Directors of the George M. Hampton Scholarship and Community Action Foundation, Inc. (GMHF). Together, we strive to create transformative change in Prince William County by empowering communities and fostering the leaders of tomorrow.
At GMHF, our mission is more than a statement—it’s a commitment to action. Through our impactful social programs and scholarships, we work to tackle vital issues such as youth mentoring, fatherhood initiatives, education, healthcare, and health awareness. By addressing these challenges head-on, we aim to uplift individuals, strengthen families, and inspire progress across our community.
One of the cornerstones of our mission is our annual scholarship program, which honors exceptional graduating seniors from Prince William County Public Schools (PWCPS). These scholarships are awarded to students who exemplify leadership through their dedication to community service, academic excellence, personal development, and social responsibility. By investing in these students, we are investing in a brighter future for us all.

Darryl K. Hairston


Director Hairston is a graduate of West Virginia State University and Marshall University, where he received a B.S. in Business Administration and an M.B.A, respectively. Director Hairston is also an alumnus of the Federal Executive Institute and the Venture Capital Institute. He is a Federal Civil Service retiree with over 38 Years of public sector experience at both the State and Federal level. He served his last 17 years of Federal Service as a member of the Federal Senior Executive Service.
During his career he served in various staff, senior staff, management and senior executive level positions including serving as the Acting Administrator of the U. S. Small Business Administration during the 2009 Presidential transition. He has extensive experience working with community and economic development organizations; administering financial, management, and technical assistance programs designed to assist existing and prospective small business owners; developing national policy; developing and implementing regulations and procedures to carry out congressionally mandated programs; and, leading, managing and administering substantial organizational resources (financial, human, etc.) which included developing, negotiating, and executing budgets; negotiating and administering contracts; and, providing senior level leadership over large and medium sized organizations.
Director Hairston joined the Omega Psi Phi Fraternity, Inc. in the Spring of 1972 (Theta Psi Chapter, West Virginia State University) and is a charter member of the Pi Lambda Lambda Chapter. Since becoming a member of the Omega Psi Phi Fraternity, Inc. he has held various leadership positions at both the Undergraduate and Graduate levels.

Director Clements retired from the Marine Corps after 32 years of dedicated service to the nation. He enlisted in the Marine Corps reserve in May 1983 and was commissioned a second lieutenant in September 1985 after graduating from Kent State University with the Bachelor’s Degree of Science in Criminal Justice. He holds a Masters Degree of Public Administration from Jacksonville State University. He is also a graduate of the Marine Corps Command and Staff College, Armed Forces Staff College, National Defense University and the Federal Bureau of Investigation (FBI) National Academy, 178th Session.
He served as the executive officer for Marine Corps Detachment attachment, Fort McClellan and lead instructor for the US Army Combating Terrorism on Military Installations Course; Deputy Director, Human Services and adjunct faculty member for the Headquarters Marine Corps (HQMC) Domestic Violence Intervention Program; II Marine Expeditionary Force Provost Marshal/Force Protection Officer, Non-lethal weapons and SOUTHCOM security operations action officer. He attended Marine Corps command and Staff College and upon graduation he served as Chief of Force Protection/Nuclear Security, United States Strategic Command. Director Clements also served with the Deputy Commandant for Manpower and Reserve Affairs, HQMC as Head, Performance Evaluation Section. He commanded a Task Force during Operation IRAQI FREEDOM; served as the Military Assistant / Marine aid for the Assistant Secretary of the Navy, Manpower and Reserve Affairs; Commanded Headquarters Battalion, Third Marine Division and subsequently served as the Assistant Division Commander. Director Clements’ final assignment was Head, Promotion Branch HQMC.
Director Clements is also a Past President of the National Naval Officers Association and is a life member of Omega Psi Phi Fraternity Inc.

Director Abad is a Senior Logistics Management Analyst and a retired U. S. Army Lieutenant Colonel. He has broad experience in strategic planning, logistics management and organizational development while working in a variety of military, government, private sector and non-profit organizations. Mr. Abad is a graduate of Norfolk State University with a Bachelor of Science in Business Administration, an MBA from the Florida Institute of Technology and a certification in Supply Chain Management from the Penn State University Executive Programs. He is also a graduate of the Army’s Command and General Staff College and the Organizational Effectiveness Consultant Course. Mr. Abad holds life memberships in the Association of the U.S. Army, Military Officers Association of America, Northern Virginia Urban League, Norfolk State University Alumni Association, and the Omega Psi Phi Fraternity, Inc. His professional and fraternal awards include the Army Superior Civilian Service Award, Army Legion of Merit, and the Omega Lifetime Achievement Award. Mr. Abad is a founding director of the George M. Hampton Foundation and served as its first President. He currently serves as the foundation secretary and also serves in leadership positions for several other nonprofit organizations involved in community service and the faith-based community.

For over 32 years, Director Rowe has been committed to using USDA policies, procedures, and regulations to assist farmers, landowners, and rural communities with financial, technical, and other assistance available through government farm programs. During his time in government service, Rowe has had an opportunity to work in or provide direct assistance to nearly every state in the union, including the territory of Puerto Rico. Rowe’s federal government service career began with the Farmers Home Administration, where he assisted rural Mississippi families and farmers in acquiring rural housing repair grants, housing purchase and repair loans, farm operating loans, emergency loans, and farm ownership loans. In 1996, a USDA reorganization landed Rowe at the Farm Service Agency, where his efforts expanded to providing direct programs assistance through farm subsidy payments, disaster assistance, Commodity Credit Corporation (CCC) loans, and lender farm loan guarantees. Director Rowe has worked to ensure that landowners and producers are provided appropriate financial assistance necessary to install and implement conservation practices and activities available through the Natural Resource Conservation Service (NRCS). Since 2010, he has served as a Resource Economist, responsible for a team of economists who work to ensure economic issues are appropriately addressed in accordance with agency policy requirements.

Mark R. Floyd served as the Component Program Manager for the Office of Contract Services at the National Geospatial Intelligence Agency. He was responsible for providing acquisition policy support providing oversight and establishment of supplemental policy to program participants to maintain compliance of FAR, DFARs, DoD, NGA and ODNI regulations. He also managed/facilitated ODNI working groups with 19 separate agencies within the Intelligence Community (IC) to share unique challenges within the IC related to the acquisition support and leverage community best practices to improve the operation and management of their respective programs. Mr. Floyd retired
from federal service in 2022.
Prior, Mr. Floyd served as the Chief, Intelligence Support Division Director, Army Contracting Command, U.S. Intelligence and Security Command (INSCOM) (ACC-I). He provided oversight and management of acquisition support to over 17,000 intelligence, military, and civilians across 17 Major Subordinate commands (MSCs) at 180 locations in over 40 countries. He implemented direction and guidance through subordinate supervisors to a Directorate/Division of 120+ acquisition, technical and support personnel engaged in managing, directing, coordinating, and controlling contracting program actions and initiatives. Mr. Floyd represented ACC-I INSCOM senior leadership in the development and implementation of strategic initiatives and acquisition program actions within the command and established acquisition policies specific towards addressing INSCOMs mission requirements.
Upon his retirement from federal service, Mr. Floyd, has been working as a contractor providing support services as a Senior Program Management Consultant supporting the Office of the Undersecretary Secretary of Defense for Acquisition and Sustainment (OUSD A&S) on all matters regarding acquisition and sustainment of the capability to the Warfighter. Assisting the Warfighter Senior Integration Group (SIG) Portfolio Manager to coordinate successful delivery of material solutions associated with the Warfighter SIG direction to Warfighters engaged in contingency operations.
Mr. Floyd is also retired from the U.S. Air Force (1985-2009) where he served as a Fuels Specialist and Contracting Officer holding a variety of operational and command assignments during his career to include: Senior Contracting Officer, HQ Air Force (HAF), White House Military Office (WHMO), Washington DC, Superintendent/1st Sergeant, Space and Missile Center, Los Angeles Air Force Base, CA., Pacific Air Forces (PACAF) Inspector General for Acquisitions and Superintendent/1st Sergeant, 354th Contracting Squadron, Eielson AFB, AK.

Mr. Floyd is a native of Indianapolis, Indiana where he grew up prior to moving to Houston Texas after High School.
He is currently married to Ms. Andrea Floyd. They have a beautiful 16-year-old daughter named Jordyn.

Director Bailey is a graduate of the US Naval Academy and received his MBA from Boston College and his Master of Divinity from the School of Theology at Virginia Union University. He is a retired USMC officer and an ordained minister, and has held senior level management positions in such private sector companies as Electronic Data Systems (EDS) and Dell Corporation. He has experience in serving on the board of not for profit organizations, recently serving as a director for the Mid-Atlantic Region of INROADS. During the three years he served as a director, he was responsible for corporate fundraising as well as participating in program development and program execution for Mid-Atlantic region which extended from Philadelphia to Richmond, VA. Mr. Bailey is currently employed at MITRE Corporation, where he is a member of the executive team focused on business with the federal government.

Director Ron L. Blanch is the Basileus (President) of the Pi Lambda Lambda chapter of Omega Psi Phi Fraternity, Incorporated. He leads and influences the chapter’s activities and initiatives in this role, serving Prince William County and surrounding communities.
A native of Grenada, Mississippi, Director Blanch was commissioned as a Second Lieutenant in the United States Army’s Officer Candidate School at Fort Moore, Georgia, in 1998 after graduating from the University of South Carolina in Columbia, South Carolina, with a bachelor’s degree in Criminal Justice in 1997. He holds three Master’s degrees: Cyber Security, Computer Resources and Information Management, and Procurement and Acquisition Management, all from Webster University. Director Blanch also holds Level III Certifications in Program Management, Information Technology, and Contracting from Defense Acquisition University (DAU) and graduated from the DoD Program Manager’s Course (PMT401). Additionally, he holds the Project Management Professional (PMP) certification from the Project Management Institute.
He currently serves as the Assistant Program Executive Officer (PEO) (Contracting) for the Defense Counterintelligence and Security Agency (DCSA) Program Executive Office, where he provides leadership, management, financial management, and contract management for over 200 contracts with the PEO.
Director Blanch retired as a Lieutenant Colonel in 2017 after 30 years of service and received numerous awards, including the Legion of Merit Medal. He is also a member of Omega Psi Phi Fraternity Inc. with over 24 years of committed service.

Emmitt Fletcher is a member of Omega Psi Phi Fraternity, Inc. Pi Lambda Lambda Chapter in Prince William County and the Prince William County NAACP. Emmitt received a Bachelors in Social Work from Norfolk State University in 1973 and a Masters in Public Administration from Central Michigan University in 1982. His professional career includes serving as Probation Officer in Norfolk, VA; Program Manager with the Department of Corrections in Mecklenberg County, VA; Stock Broker and Insurance Agent; Consultant with the DC Department of Human Services; Real Estate Investor and Motivational Speaker. Emmitt has done missionary work in Ghana and Ethopia and currently working on a project in Haiti. Director Fletcher is passionate about and active in voter registration and prison reform, and has been a community leader and organizer on several local efforts to improve community based programs.

Director Lane is a retired United States Army Colonel. He retired in August 2014 after serving over 29 years of exemplary service. Director Lane joined the Internal Revenue Service (IRS) in September of 2014 and is currently the Associate Director of Executive Services in the Employment, Talent, and Security Division, Human Capital Office. He holds a Bachelor of Arts Degree in Journalism from Benedict College, a Master’s of Logistic Management from Florida Institute of Technology and a Master’s of Strategic Studies from the United States Army War College, Carlisle, Pennsylvania. Director Lane was commissioned in the Infantry Corps in 1985, and his military education includes the Transportation Officer Advance Course, the Logistics Executive Development Course, the U.S. Army Command and General Staff College, and the U.S. Army War College. He is a highly decorated officer with numerous awards including the Defense Superior Service Medal. Director Lane is a member of Omega Psi Phi Fraternity Inc. with over 28 years of committed service that has often included executive leadership positions. He is a recognized leader and mentor working both the front-lines and behind the scenes to improve the lives of citizens and youth. As President of the Foundation he has focused the organization on its financial stability and organizational integrity goals.

Director Eddie A. Stephens, Jr. is Basileus (President) of the Pi Lambda Lambda chapter of Omega Psi Phi Fraternity, Incorporated serving Prince William County and surrounding communities. Director Stephens, a native of Bessemer, Alabama, was commissioned a Second Lieutenant in the United States Army as a Distinguished Military Graduate from Tuskegee Institute, Alabama in 1980 after receiving his bachelor’s degree in Business Administration. He holds a Master’s Degree in Administration from Central Michigan University and a Master’s Degree in National Resource Strategy from the Industrial College of the Armed Forces (ICAF) at the National Defense University, Washington, D.C. He retired from the U.S. Army as a Colonel with over 31 years of service. In his last assignment on active duty, Colonel Stephens served as the Deputy Director, Human Resources Policy Directorate, Office of the Deputy Chief of Staff, G-1, Headquarters, Department of the Army. Prior to this assignment, he served as Garrison Commander (Chief Executive), Fort Jackson, South Carolina. He served as the Chief, Military Plans & Policy, Office of the Deputy Chief of Staff, G-1, Headquarters, United States Army, Europe (UASEUR) and Director, USAEUR Theater Crisis Action Team (CAT) in support of Operation Iraqi Freedom. Awards and decorations include the Distinguished Service Medal, the Defense Superior Service Medal, Legion of Merit (2d award), Meritorious Service Medal (5th award), Army Commendation Medal (6th award), Army Achievement Medal, National Defense Service Medal (2d award), Army Service Ribbon, Overseas Service Ribbon (3d award), Office of the Secretary of Defense Identification Badge, the Army Staff Badge and the Parachutist Badge. COL (Ret) Stephens was inducted into the Tuskegee University inaugural class of its Military Hall of Fame in October 2016 and received the Omega Psi Phi Fraternity 40 Year Service Award in 2017. Director Stephens joins the Foundation board with a wealth of experience in leadership, strategic planning, operations management, program development and fiscal responsibility.

Director LTC Warren Simmons is an active duty LTC in the US Army. LTC Simmons is from Rayville, Louisiana and is a graduate of Tuskegee University. As an Army Infantry Officer LTC Simmons has had a myriad of leadership positions from Rifle Platoon Leader to Combined Joint Task Force Leader. Currently LTC Simmons leads an Inter-Agency Team focused on solving foreign and domestic National Security Issues at the United States Government (USG) level. Warren has several military awards, qualifications, and decorations to include (4) Bronze Stars and Ranger Tab. LTC Simmons has over 20 years of experience in leadership, problem solving, and establishing processes from the tactical to strategic level.
LTC Simmons is a life member of Omega Psi Phi Fraternity, Incorporated and is currently the Keeper of Records and Seal (KRS) of Pi Lambda Lambda Chapter. He is a life member of the Veterans of Foreign Wars (VFW), Military Officers Association of America, and the Association of Old Crows. LTC Simmons has been married to Mrs. Lisa Simmons for 19 years, they have two teenage daughters.

Director Clarence C. Newby was commissioned a Second Lieutenant in the United States Army as a Distinguished Military Graduate from Alabama A& M University in 1975 after receiving his bachelor’s degree in Business Management. He holds a master’s degree in Business Administration from Lincoln University, Missouri, and has completed additional doctoral studies in Entrepreneurship at Walden University. Director Newby also is a graduate of the National Center for Veterans Institute for Procurement and the Army War College,
Director Newby is an accomplished career Army logistician and corporate executive with over 45 years of service and experience in the Department of Defense, multinational defense corporations, and as a consultant and small business owner. He held a wide variety of command and staff assignments during his 28+years of military service culminating as the Deputy Chief of Staff and Executive Officer to the Deputy Commanding General, Army Materiel Command. As an Army colonel, he commanded the 20th Area Support Group in Taegu, South Korea. He has also served as a Logistics Staff Officer in the Pentagon, Washington, D.C. Upon retirement, Director Newby was awarded the Distinguished Service Medal. His corporate experience includes service as Vice President, Business Development for Vision Technologies Systems, a multinational US, and Singapore based corporation. He also served as Director of Contingency and Sustainment Operations for Kellogg, Brown and Root Services where he provided program and contract management for base support programs throughout the Middle East, Europe, and the United States. He later founded Precision Logistics International, LLC, which provides integrated logistics support; supply chain management; facilities maintenance and operations support; and program management to both federal government and commercial clients. His company has passionately supported numerous community service and scholarship fund-raising projects.
He is also an active member of the Pi Lambda Lambda Chapter of Omega Psi Phi Fraternity, Inc, and recently received his Service Award for 40 years of Devotion and Service. Director Newby joins the Foundation board with extensive senior military and corporate experience in leadership, strategic planning, operations management, program development and resource management.

Director Allen is a 1985 graduate of Prairie View A&M University where he received a B.S. in Mechanical Engineering. He is a Senior Quality Control Manager for Grunley Construction Company. Director Allen’s construction experience over the last 39 years includes historic renovations, out of ground structures, mechanical, electrical, and plumbing (MEP) upgrades and security upgrades. Over the last 20 years he focused solely on construction quality management. His specialties include overseeing complex, large scale modernization projects in occupied, mission-critical government buildings. He also has extensive experience developing, implementing, and managing project-specific quality control programs in accordance with the U.S. Army Corps of Engineers.
He is responsible for developing Grunley Construction Company Quality Control Program, new policies, and training new employees, including Quality Control Managers. Projects completed over the past 20 years include the $505 million three phase modernization of the National Historic Landmark Eisenhower Executive Office Building (EEOB) in Washington, DC; $30 million full building modernization and HVAC retrofit within the Federal Depository Insurance Corporations (FDIC) Headquarters Building in Washington, DC; $85 million renovation of the Dinosaur Hall at the National Museum of Natural History; $25 million renovation of the south entrance of the National Museum of Natural History, a National Historic Landmark; $88 million renovation of the National Gallery of Art while the museums systems remained fully operational; and, the $117 million Design-Build renovation of the United States Department of Agriculture Headquarters in Washington, DC.
Director Allen was initiated into Omega Psi Phi Fraternity, Inc., through the Rho Theta Chapter at Prairie View A&M University, in 1984. Director Allen served as Basileus of Pi Lambda Lambda Chapter, in Prince William County, Virginia, from 2020 – 2022. He has served on the chapter level on the Election Committee (Chairman), Achievement Week Committee, Social Action Committee, Fatherhood & Mentoring Committee, and By-Laws Committee. On the district level he has served on the Fatherhood & Mentoring Committee and Social Action Committee. Internationally he has served on the Social Action Committee. On the chapter level Director Allen has received numerous Basileus Awards, Scrolls of Honor and, was Pi Lambda Lambda Chapter’s Omega Man of the Year in 2019.
Director Allen also serves on the Board of Directors for the George M. Hampton Foundation where he leads the Ways & Means Committee. He also serves on the Board of Directors for the Third District Scholarship, Talent Hunt & Social Action Foundation, Inc.
He is married to college sweetheart Jean Allen (39 Years], and they have two sons, Jeffrey W. Allen II and Justin Allen, one Daughter-In-Law, Meredith Allen (Jeffrey) and two Grandsons, Link Allen and Tripp Allen.

James Noel is an experienced family law and estate planning attorney. Born in Cap-Haitien, Haiti, James emigrated with his family to the United States just before his seventh birthday. Growing up in a new country, and learning a new language and culture taught James to embrace and overcome challenges.
His parents showed him the definition of hard work and dedication. His father gave up his teaching career when he left Haiti, and to see him graduate college and step back into his passion for teaching was inspiring. Inspired by the achievements of his personal hero, Thurgood Marshall and motivated by his father’s journey, James successfully pursued his childhood dream of being in the military and becoming an attorney. He graduated from Fordham University School of Law and joined the Marine Corps.
James enjoyed an amazing career as a Marine. He worked in various countries, before transitioning to the Marine Corps Reserves, at which point he utilized his legal skills in a new career as a United States Diplomat. He is proud to have served in his native country of Haiti, as well as numerous other countries, including the Democratic Republic of the Congo, Japan, South Korea, Bangladesh, Afghanistan, Panama, Colombia, and El Salvador.
After retiring from the diplomatic corps and the Marine Corps, James returned to the United States, specifically Northern Virginia where he is finding professional fulfillment as a family law
and estate planning attorney. James finds great joy in spending time with his family and being an active 38 year member of the great Omega Psi Phi Fraternity, Incorporated.

Director Sobers is a member of the Omega Psi Phi Fraternity, Inc. Since his initiation in 1989 he has been perennially active in chapters from the continental United States, Europe, and the Far East. He is a charter member of the internationally heralded Pi Lambda Lambda Chapter of the Fraternity and has been awarded the chapter’s Founders’ Award for exceptionally outstanding service.
Director Sobers is an extremely active public servant with an impressive resume of community service. His community contributions include extensive experience as a youth athletic coach in multiple sports; admissions volunteer for the United States Military Academy; former member of the board of directors for E-N-S, a non-profit organization designed to mentor disadvantaged youth; Meals on Wheels food delivery volunteer; church deacon; church, board-member, Sunday School teacher, Sunday School superintendent; and former tutor;
In addition to his active community involvement and experience in the Omega Psi Phi Fraternity, Inc. he brings to the George M. Hampton Foundation, previous experience as a former member of its board. He has also continually served as the Foundation’s Scholarship Chairman for over 10 years during which he orchestrated scholarship competitions and the delivery of more than $100,000 in scholarship money for students throughout Greater Prince William County.
Professionally, Director Sobers is a graduate of United States Military Academy Class of 1979. He is a retired Army Air Defense Artillery Officer (Lieutenant Colonel) with a vast amount of operational experience to include posts in Europe, service in Southwest Asia, assignments as an Army Paratrooper, and key staff assignments from small unit to the 4-Star command level. Upon retirement from the Army in 2001, he served another twenty-three years as an Integrated Air and Missile Defense subject matter expert on the Department of Defense Joint Staff. In 2024 he retired after serving as the Chief, Joint Integrated Missile Defense Operational Architect for the Department of Defense Joint Staff. In addition to his work in the Department of Defense, he served in the Department of Homeland Security as a program manager and led a team of system engineers in support of the development of a nuclear detection capability designed protect key U.S. border crossing areas.
Director Sobers resides in Woodbridge, Virginia with his wife, Toy Sobers, Lieutenant Colonel, U.S. Army (Retired)
